Establish 20ft
Parking Restriction on all public roadway crosswalks
- Draft Legislation for 20ft parking restriction near ”ALL” crosswalks
on public roadways.
No provisions are made for mid-block crosswalks:
- NRS 484.399 Stopping, standing or parking
prohibited in specified places.
- A person shall not stop, stand or park a vehicle,
except when necessary to avoid conflict with other
traffic or in compliance with law or the directions
of a police officer or official traffic-control device,
in any of the following places:
- On a crosswalk;
- Within 20 feet of a crosswalk at an intersection;
- NRS 484.449 Limitations on backing. The
driver of a vehicle:
- Shall not back into an intersection, on or over
a crosswalk, or around a street corner;
Establish State SR2S Program
- Draft Legislation for a Nevada Safe Routes to School
Program. This program will include:
- funding for a Federal SR2S fund coordinator for
future funds
- funding for dedicated SR2S traffic engineers at strategic
locations. These engineers
could be located in major metropolitan areas or shared
by several neighboring counties.
- funding for standardized software for SR2S maps
- funding for printing SR2S maps for all Nevada schools
- funding for experimental traffic controls
- funding for Volunteer Crossing Guard Liability Insurance
Reduce the number of drivers by establishing
funding for CCSD 1 mile Bus Limit for Elementary Schools
- Draft Legislation to reduce CCSD Busing Limit for Elementary
Schools to 1 mile.
Establish CCSD Police authority to write
tickets beyond school property
- Draft Inter-agency agreement with METRO/NLV/HD/COUNTY
Law Enforcement agencies
and CCSD Police to give CCSD Police authority to write
tickets beyond school property.
Establish CCSD Policy to develop Traffic
Safety Committees in all schools
- Draft Legislative change to “define” CCSD
responsibility to develop Traffic Safety Committees in
all schools.
- NRS 289.190 School police officers; other
officers and employees of school district.
1. A person employed or
appointed to serve as a school police officer pursuant to
subsection 6 of NRS 391.100 has the powers of a peace officer.
A school police officer shall perform his duties in compliance
with the provisions of NRS 171.1223.
2. A person appointed
pursuant to NRS 393.0718 by the board of trustees of any
school district has the powers of a peace officer to carry
out the intents and purposes of NRS 393.071 to 393.0719,
inclusive.
3. Members of every
board of trustees of a school district, superintendents of
schools, principals and teachers have concurrent power with
peace officers for the protection of children in school and
on the way to and from school, and for the enforcement of
order and discipline among such children, including children
who attend school within one school district but reside in
an adjoining school district or adjoining state, pursuant
to the provisions of chapter 392 of NRS. This subsection
must not be construed so as to make it the duty of superintendents
of schools, principals and teachers to supervise the conduct
of children while not on the school property.

- Need to be able to use temporary crossing guards at new
schools prior to warrant studies
- Need to be able to establish temporary crossings with
portable in-street signs and temporary guards until permanent
crossings are developed with a warrant study.

Reducing Landscaping Near School Routes
In areas where traffic engineering sight distance calculations
are unavailable, the following minimum sight distances
should be used:
- Landscaping between the sidewalk and street will
be no higher than 24 inches at a minimum of 20ft prior
to a school route crosswalk.
- Landscaping in a center media will be no higher than
24 inches at a minimum of 100ft prior to a school route
crosswalk.
- Landscaping prior to a school zone sign will be
no higher than 24 inches at a minimum of 20ft prior
to the sign.
